POSITION DESCRIPTION
Based in Sudbury, the General Manager, Operations – Northern Region, provides leadership, direction and management to the Electrical Safety Authority’s field and Region office staff. The GM plans, directs, implements, and promotes electric public safety programs in their Region. Reporting Relationships include: The GM of the Northern Region reports to the Vice President, Operations and has approximately 10 Direct Reports (Senior Inspectors) plus a Regional Office Support Supervisor in the office; as well as approximately 43 indirect reports (Inspectors) in the field.
ROLE DESCRIPTION
Responsible for the management and operation of electrical inspection business in high-density residential, commercial, industrial, rural, and remote settings, with full accountability for the execution of all work programs and balanced to revenue received.
Responsible for the Health and Safety and morale of all employees in the Northern Region.
Deals effectively with customer complaints and enquiries to maintain a high level of customer satisfaction.
Develops suitable business plans, determining appropriate goals and targets.
Monitors and assesses inspection effectiveness and recommends redirection and adjustments to the overall Region inspection plans, at least on an annual basis, and more frequently as conditions change, taking into account marketplace, customer expectations, government and corporate changes.
Ensures effective management control processes are in place, including the development of appropriate performance measures and targets, related to the achievement of approved Region plans.
Develops and ensures that appropriate managed systems are in place to meet all due diligence requirements of the Operations group.
Responsible for all aspects of financial management within the Northern Region.
Develops and implements growth and sales strategies, and new programs, while setting priorities that are aligned with corporate strategic plans, vision, values & objectives, including nonregulated initiatives
Participates in the strategic planning process and ensures that issues particular to the Northern Region, which are represented, are tabled and considered to enhance the operation of the Region.
Ensures processes are in place for dealing with non-compliant electrical installations, including security investigations, court action and prosecution.
Represents ESA to the customer, contractors, LDCs and all other stakeholders.
Responds and resolves any customer complaints that arise from service delivery, fees, policy and other related issues
Continuously manages change. Develops and implements new initiatives to enhance Northern Region efficiency.
Provides advice, information, and decisions on electrical inspection issues, including interpretations of the electrical safety code, proper inspection performance, inspection procedures and policies, approvals of wiring and installations to staff, customers, contractors, industry stakeholders & related associations.
Advises on electrical approvals regulation function, electrical wiring, and installations to customers.
Recommends revisions and/or additions to the Ontario Electrical Code and Inspection bulletins.
Identifies and implements measures to develop a better understanding of the Electrical Safety Code, and to ensure consistent application.
Identifies field support needs, emerging issues and formulates possible solutions.
Provides technical advice and other information about electrical safety and inspection requirements to customers, manufacturers, consulting engineers, contractors, distributors, retailers, industry associates and other external sources.
Supports the development of electrical safety programs and communications.
Ensures the communication and dissemination of information within the Northern Region.
Develops and improves strategic alliances with provincial contractors’ associations.
Maintains and enhances effective working relationships with employee representatives at the appropriate level in the union organizations.
Supervises staff in self-contained, remote work sites. Provides direction to the field offices, fosters understanding, monitors and resolves technical, safety, administrative and staff issues.
Ensures that subordinates are capable of providing advice, guidance, and direction.
Develops and provides training for staff to meet the needs of their present and future positions.
Ensures subordinates understand and comply with all legal and regulatory requirements, policies, procedures and best business practices relating to their work.
Assists in resolving problems, concerns or complaints arising during normal inspection processes, including suggestions of possible alternatives.
Negotiates and secures leased office facilities for inspection staff in remote office settings, including leasehold improvements, janitorial services, telephone services and Information Systems.
QUALIFICATIONS
Firsthand knowledge of the Electrical Safety Authority.
A college diploma or a university degree in a related field.
Requires knowledge of electrical engineering theory, as well as related mathematics, circuits, and physics.
Experience in directly managing front line staff and remote work locations.
Must have a track record, which demonstrates personal effectiveness with front line and trade staff, preferably in a unionized environment.
Strong oral and written communication skills.

Works Closely with: 43 Indirect Reports; the other 5 General Managers; the rest of SMT and EM, All ESA, External Service Providers
