General Accountabilities
Payroll Administration – Prioritize, perform, and coordinate full-cycle payroll activities
Input and implement data regarding new employees, appointments, rate changes, reclassifications, terminations, transfers, relief pay, retroactive pay, job codes, health plan changes, tax exemption amounts, union and society dues, variable allowances, overtime, sickness, leave of absence etc.
Prepare and process payroll data in accordance with established Pay Services manual and procedures, Collective Agreements, and People & Culture (P&C) policies and procedures and established practices.
Print and check weekly payroll registers to audit and verify inputs by time administrators to ensure they are following all required legislative and collective agreement requirements.
After corrections and final audit, and with Manager or delegate approval, finalize and post payroll, ensuring entries to the general ledger are completed and any errors are corrected. Generate and save bank deposit file.
Reconcile accumulation control accounts within Pay Systems. Make necessary corrections, such as making changes to different tax fields, sick leave corrections, deletion of advance vacation, CPP exemption, pension reinstatements, etc., to ensure T4 reports, tax fields and various accounts balance.
Compliance
Ensure payroll transactions are completed in specific timelines and in accordance with Employment Standards Act, Canada Revenue Agency (CRA) and Service Canada requirements, Collective Agreements,
ESA established policies, procedures, and manuals. Respond to external and internal audit inquiries when required (Year-end, CRA, Minister of Finance, Service Canada, and Auditor General of Ontario).
Assist in the year-end processes, including the T4/T4A, T5 process and initiate related activities according to generally accepted accounting principles and legal requirements. Check for discrepancies necessitating system or manual adjustments and make the necessary corrections/adjustments. Investigate, explain and correct any unusual items. Contact Canada Revenue Agency, as required, to obtain information/materials related to the year-end processes
Systems, projects, process documentation/manual, and change management
Support Manager in system upgrades, new system implementation, time management, disaster recovery planning, payroll contingency management, review and analysis of documents. Participate in providing business requirements and support testing for time & attendance and payroll system upgrades and implementation.
Responsible for maintaining and updating the Pay Services manual. Responsible for tracking information on the Training Module during system upgrades and implementation, ensuring documentation is recorded and updated, and following up as necessary.
Selection Criteria
Education: Requires knowledge of payroll compliance processes, accounting principles and practices and of business arithmetic to reconcile accounts and prepare journal entries. Requires knowledge of basic data processing principles to prepare input data, to correct and maintain computerized payroll data. Requires knowledge of English to effectively
This knowledge is considered to be normally acquired either through the successful completion of Grade XII in a Secondary, Commercial or Technical School or by having the equivalent level of education communicate with others and to understand work procedures and instructions.
Experience: Requires experience in an accounting setting to become familiar with the practical application of accounting principles and practices. Requires experience in a payroll office to understand the payroll system and to become familiar with the maintenance and control of payroll records. Requires experience on the job to learn the full-cycle payroll administration activities, Government regulations, requirements, and reporting procedures for various employee payroll deductions; and to become familiar with the various routines, procedures and details related to the job and with the various contacts involved, ie, pay centres, external agencies. Experience working with computerized payroll is required.
A period of up to 4-6 years is considered necessary to gain this experience.
