Job Function
Reporting to the Director, Licensing, the Senior Manager, Compliance & Oversight provides both strategic and operational leadership for ESA’s licensing Compliance, Enforcement, and Administrative teams pursuant to the Licensing Regulation (O. Reg 570/05). The Senior Manager role champions a strong coaching culture, develops talent, and fosters a high‑performance environment aligned with ESA’s mandate and values. It cultivates accountability, adaptability, and continuous learning.
This position is accountable for comprehensive team leadership and management, including hiring, mentoring, performance evaluation, and professional development. The Senior Manager establishes priorities, sets expectations, and ensures deliverables are achieved effectively and efficiently. They assess individual and team performance, provide constructive coaching, recognize accomplishments, and implement training and development initiatives that strengthen capability, engagement, and operational excellence.
The role supports the Director in ensuring that ESA’s licensing programs across compliance, enforcement, and administration operate effectively, efficiently, and in alignment with ESA’s authorities, stakeholder needs, and strategic priorities. The Senior Manager ensures risk‑informed, proportionate, and transparent regulatory outcomes across the licensee lifecycle and in addressing unlicensed activity. The Senior Manager supports the Director in leading a holistic, programmatic approach across compliance, enforcement, and administration teams, advancing consumer protection, public safety outcomes, and reinforcing ESA’s reputation as a fair, transparent, and effective regulator.
Integrating regulatory policy guidance and best practices, the Senior Manager designs and implements program strategies, defines performance targets, allocates resources, and oversees execution, measurement, and continuous improvement. The Senior Manager ensures that compliance, enforcement, and administrative oversight programs remain adaptive, evidence‑based, and responsive to emerging risks and opportunities, supporting the Director, Licensing in advancing ESA’s strategic and regulatory objectives.
Job Description
1. Leadership & People Development: Lead and manage the team, including hiring, mentoring, performance evaluation and management, and professional development. Establish priorities, set expectations, and ensure deliverables are achieved effectively and efficiently. Assess individual and team performance, provide constructive coaching, recognize accomplishments, and implement training and development initiatives that strengthen capability, engagement, and operational excellence.
2. Strategic Leadership, Management & Oversight: Supporting the Director, Licensing, provide strategic and operational leadership for ESA’s licensing compliance, enforcement, and administrative oversight functions, including exercising delegated statutory authority where applicable. Ensure that programs are risk‑informed, proportionate, and transparent across the licensee lifecycle and in addressing unlicensed activity.
3. Program Design & Implementation: Develop and implement compliance, enforcement, and administrative oversight strategies, frameworks, and performance measures that align with ESA’s regulatory objectives. Integrate policy guidance and best practices to ensure consistent, evidence‑based, and risk-informed decision‑making and effective program delivery. Lead a holistic, programmatic approach across compliance, enforcement, and administration teams.
4. Governance & Accountability: Ensure that compliance, enforcement, and administrative oversight activities adhere to legislative requirements, internal policies, and regulatory governance principles. Maintain awareness and provide recommendations to the Director, Licensing to support informed decision‑making, continuous improvement, and effective governance
5. Risk Management & Reporting: Identify, assess, and mitigate compliance and enforcement risks. Oversee the preparation of reports and analyses that highlight key trends, risks, and outcomes, supporting transparency and accountability in regulatory operations.
6. Stakeholder Collaboration: Build and maintain strong relationships with internal and external stakeholders, including legal, policy, operations teams, and other regulatory partners. Promote collaboration and knowledge sharing to ensure consistent interpretation and application of compliance and enforcement policies.
7. Operational Excellence & Continuous Improvement: Oversee the execution, monitoring, and evaluation of compliance and enforcement programs. Identify opportunities for process improvement, innovation, and efficiency, ensuring that programs remain adaptive and responsive to emerging risks and trends.
8. Other Duties as Required: Perform other duties as required.
Key Attributes, Experience & Qualifications
• Minimum of 10 years of progressively responsible experience in regulatory compliance, enforcement, or governance, including at least 5 years in a leadership role.
• Successful completion of a four-year university education in business or public administration, or an equivalent level of education, including an Electrical Certificate of Qualification and/or ME designation.
• Demonstrated leadership and management excellence, fostering accountability, adaptability, and continuous learning.
• Proven ability to develop high‑performing teams through coaching, feedback, and engagement.
• Skilled in leading organizational change and building engagement in dynamic regulatory environments. Adaptive and forward‑thinking, with the ability to anticipate challenges and guide teams through change effectively.
• Ethical, principled, and resilient leader who models professionalism and sound judgment.
• Familiarity with the electricity industry and ability to work effectively with electrical contractors, industry representatives, and government partners.
• Knowledge of the Electricity Act, licensing regulation (O. Reg 570/05), and related legislation; or demonstrated experience working within a regulated industry.
• Deep understanding of regulatory governance, administrative law, compliance management, and enforcement principles.
• Strong problem‑solving skills and judgment in interpreting complex regulatory and operational issues.
• Strong strategic and analytical thinker with the ability to design and implement system‑level compliance, enforcement, and oversight programs. Experience developing and executing compliance and enforcement frameworks, audits, and quality assurance programs.
• Strong communication, negotiation, and interpersonal skills to build trust and credibility across diverse stakeholder groups. Ability to translate complex regulatory concepts into clear, actionable guidance for teams and partners.
• Collaborative approach that promotes alignment, shared accountability, and organizational learning.
